The Associate Chief of Staff (ACOS) for Mental Health Service (MHS) Service at the VA Roseburg Health Care System is responsible for the overall leadership of the service and ensuring the quality of medical and mental health services provided, the education and training of professional staff, and the safety and ethical conduct of medical research conducted on patients assigned to the Medical Center, Community Based Outpatient and all satellite clinics meets or exceeds the standards of care. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Preferred Experience: Board eligible or board certification by the American Board of Psychiatry and Neurology; 10 years physician experience and at least 3 years of previous supervisory/managerial experience leading/managing multidisciplinary health care professionals in a hospital or large clinic environment. ["The Associate Chief of Staff, Mental Health Service Line Service will provide patient care approximately 30% of the time and 70% of the time will be administrative work specifically with the Associate Chief Nurse, MHS and other supervisors, managers and team leaders in the service to achieve and maintain high standards of performance. Represents the MHSL on decision-making committees at the medical center. Participates in the development of long/short-term goals for the Service and the organization. Provides professional advice/consultation in areas related to professional and behavioral health. Engages in workforce management through assessing qualifications and abilities of current and prospective employees, adhering to regulatory timeframes, evaluating employee performance and administering appropriate disciplinary actions as indicated. Assesses productivity standards across program areas and professional disciplines and addressing deficiencies. Has line and staff authority for resource allocations within the MHSL to ensure efficient operation, preparing annual budgets and providing oversight of fund control expenditures in accordance with regulatory requirements. Participates in the resources allocation process of the Service Line to include provision of sufficient number of qualified and competent persons to provide patient care, as well as recommends acquisition of necessary equipment and supplies and adequate space to provide such services. Oversees the establishment of program monitors and outcome measurements for the Service Line and using data-driven quality assurance processes in these monitors and measurements. Functions as advisor to the Chief of Staff, Associate Director, Associate Director for Nursing and Patient Care Services, and Facility Director on issues related to the provision of direct patient care by Service Line staff. Performs a full range of psychiatric services to treat mental health disorders through a variety of modalities and providing adjunctive interventions for treatment of medical disorders using the most appropriate techniques in providing quality direct patient care.
